Do I need to insert an optocoupler between the PWM output of a microcontroller and a MOSFET gate driver IR2184 to protect it, or the driver already has an isolation ?

The inputs are very high impedance, they'll interface fine with a uC "3.3V and 5V input logic compatible", Why do you need galvanic isolation?

This driver has two outputs high and low side. I want to know whether I can use this driver to drive only one high-side mosfet or it works only with both outputs connected.

The outputs can be operated independently.
If the IR2184 contains a UVLO block, you may need to supply the unused section; there is no need to connect anything to its output.
