Okay, so I just bought some PCB boards (the premade ones) and what I was wondering is, how can I program the PCB boards to light up some LED's in a specific order? Is there a chip I can put on the board or something that I can program in Java or some other language to make things work a certain way? Any help would be appreciated. Thank you <3

That's too broad a statement......

What PCB did you purchase (picture, make/model etc).

What 'precisely' do you want to achieve? There is more than one way to skin a cat (as the saying goes) and lighting LEDs in a particular order can be done in many, many ways and not necessarily need programming to do it.

If the board you have is a processor with the appropriate interfaces then it will be designed to be used with a particular programming language(s) anyway.

We need more details.
