Should be relatively easy I'm assuming and the answer is probably just a battery with a resister but I wanted to make sure that what I'm doing is accurate. i wanted to replicate some work by a doctor named Robert O. Becker. He is the author of Body Electric. In his book and in following replications by other doctors they make a simple circuit that outputs 15ma and using metal ions show a remarkable ability to stimulate healing. What would be the simplest method to replicate this device?

It basically just has an anode and cathode, and runs 15ma.
