as i recall ...
the mica was there to prevent crud and copper/carbon pieces from wedging in the cracks .
it also provided some degree of mechanical stability .
the mica was abrasive enough that it would cause excessive wear of the brushes ... so it had to be kept down from the surface .

Some just have thin strips of poly-something-or-other on either side of the bars, which prevents the accumulated crud from creating a short.

Back in the day,when I was really into RC cars/racing... I'd tear down the motor and clean it after every couple runs.I'd run a razor between the bars to clear out the gunk,and brush dust,etc. Seemed to work fine. Never noticed any issues with excessive brush/comm wear,or anything like that. (we had the advantage of various brush hardness/compositions,and spring weights to choose from.)

I'd try to clean the material out between the commutator bars,clean them up a bit,and give it a whirl.
