look up the part numbers and what functions they perform , then re-draw the circuit as a function block diagram.
this will be far more valuable than a "cookie cutter" answer .

also , i know of a couple of instructors that are not above "planting" bogus or in some manner identifiable schematics ...
this helps to show which students are (shall we say) "cheating" ?

Tip: Study your basic logic gates... 74xxx and 4000-series CMOS and understand what they do and why. If it's digital electronics you're taking, if you don't know or can't identify the basics, you're hooped when it comes to PIC's ohmy.gif
